Crist will choose from 2 for Tampa Port Authority board

TAMPA - An expected gubernatorial appointment to the Tampa Port Authority board nearly hit an impasse when the governor's office asked for more than the two names sent to him for consideration.

On Jan. 13, Crist, through the Governor's Appointments Office, requested the nominating committee – made up of maritime industry representatives -- submit additional names for the position.

But after meeting on Jan. 21, the committee declined to name additional nominees.

"The Tampa maritime community has not always been completely satisfied with the persons appointed to the three Tampa Port Authority seats that are filled by pure gubernatorial appointment," stated a Jan. 22 letter to the governor letter signed by nominating committee chairman Timothy Shusta.

On Monday, a spokesman for Gov. Charlie Crist said the governor will appoint one of the two people nominated by the committee -- Patrick Allman III or Janet Dougherty.

"There are no other applications for us to review," Press Secretary Sterling Ivey said in an e-mail Monday.

The appointee will replace port authority commissioner Brian Dolan, whose term expired Saturday. Dolan has served on the port commission since July 31, 2007, and is expected to continue on the board until Crist makes his selection.

Allman is general manager of Odyssey Manufacturing Co., a U.S. Navy Captain and commanding officer at the Tampa Naval Reserve Center.

He has a bachelor's degree in nuclear engineering from the University of Virginia, a masters equivalency degree in nuclear power from the Department of Energy, and a masters of business administration from the University of Tampa. He also worked for Tampa Electric Co., as a contracts administrator among other roles.

Dougherty is president of J.D. Kovach & Associates, Inc. and has a lengthy background of service on local regulatory and policy boards.

She has a bachelor's degree in public administration from Eckerd College. She also was a director of planning for CF Industries and worked for the Westshore Development Group. She listed more than a decade of experience in Tampa Port Authority issues on her board application.

The Legislature modified the Tampa Port Authority's enabling act in 2005 to add two members to the port's five member board who would be nominated by a local committee of maritime industry representatives and appointed by the governor.

The Governor selects three other members, while the mayor of Tampa and a Hillsborough County commissioner round out the board.
